Sweden’s New Work Permit Model: What You Need to Know

Understand Sweden’s New Work Permit Model and what it means for highly qualified workers from outside the EU.

Sweden’s Ministry of Migration and the Swedish Migration Agency (MIG) have announced proposed changes to the work permit process for highly qualified workers from outside the EU. This new model aims to streamline the recruitment of highly qualified professionals while reducing processing times for all labour market cases. The transition is expected to occur at the end of 2023, at which time the previous certification system will be phased out. This allows companies sufficient time to review and update their global mobility programs.

The Swedish model will focus on the ability of employers to bring in highly qualified workers to Sweden. MIG will establish international recruitment units that will handle applications exclusively for employers recruiting from this highly qualified segment. Provided that the application is complete, the processing time will be 30 days. This is excellent news as the reduced processing times will allow
MIG shared that the new model includes four categories:

1. Category A

Category A covers highly qualified occupations

  • As defined in the Swedish Standard Classification of Occupations (SSYK), highly qualified occupations include managerial occupations, occupations with advanced university competence, and occupations with higher education competence or equivalent.

2. Category B

Category B included work permits for occupations with specific rules

  • These include seasonal occupations, intra-corporate transferees, artists, researchers, and trainees. It also covers applications to start business activities and track changers from asylum cases.

3. Category C

Category C covers work permits for occupations that do not require higher academic competence.

  • These may include occupations that are of important social benefit although not meeting the SSYK criteria of highly qualified occupations

4. Category D

Category D covers work permit applications for employment in industries that the Swedish Migration Agency defines as particularly demanding, such as cleaning, construction, personal assistance, and hotels and restaurants.
